A turning point for the logistics industry

The new EU Packaging and Packaging Waste Regulation (PPWR) will bring about comprehensive changes to packaging and logistics processes from January 2030. The focus is particularly on the gradual promotion of reusable packaging for B2B transport and intra-group deliveries. In future, binding reusable quotas will apply to certain types of packaging, but these will vary depending on the industry and product – for example, beverages, takeaway packaging, or specific transport solutions.

The PPWR therefore sets specific requirements for certain packaging categories and clearly defined transition periods. Many companies are therefore required to increasingly switch their packaging processes to reusable solutions.

Who is affected – and when?

The new requirements apply primarily to B2B applications within Germany, to internal company packaging pools, and to the exchange of goods between companies in the EU. The first obligations will come into force as early as 2026. From then on, many types of packaging must be recyclable and meet certain labeling requirements, e.g., for clear identification or to indicate material types.

For some packaging in the B2B sector, gradual reuse quotas and digital traceability are planned. However, there is no general obligation to trace all packaging from 2026 onwards. The introduction will be gradual and will depend on the type of packaging and area of application.

Objectives of the EU regulation

With the PPWR, the EU aims to reduce packaging waste and strengthen the circular economy. Other key points include recyclability, the reusability of certain packaging, and mandatory labeling. Industries with complex packaging and supply chains, such as food manufacturers, logistics service providers, and online retailers, face particular challenges. 

Future-proof solutions

Implementing the PPWR requirements calls for specialized product solutions, such as highly durable, robust labels, integrated RFID systems, and tamper-proof serial numbers. These help companies to clearly identify and efficiently track their packaging—from production to reuse.

Companies that start adapting their packaging processes to the new requirements early on benefit in several ways: they ensure regulatory compliance, increase their process efficiency, and position themselves sustainably in the market. It is worthwhile to review existing systems, launch pilot projects with reusable packaging, and invest in digital labeling technologies.
